I would say that it is morally safe to take a boat where there are 1 1/2 of them and evidence that the person who left the mess has the ability to make another one if need be.

One strong possibility is that you have two people who used that spot. One was a newb who built the kiln and lots of lp generating baskets, and one was a traveler who went as far as he could by boat and then abandoned it so he could walk.

Alternatively the newb who built the kiln may have done some exploring on foot, found a boat and brought it back. Either way if there is a half built boat you don't leave anyone stranded.

My biggest question is, are their things in the baskets and how decayed is everything? If the baskets contain lots of ready to use materials rather than having been emptied, and if there is virtually no decay then the site has been in recent use. It is probably okay to scavenge from an abandoned camp, but not one where the player will probably log back on again once he has finished exam week.
