There are no rules. The devs encourage this kind of gameplay in fact Loftar has expressed the desire to see non-murderous ways of dealing with criminals although I don't think we're seeing any emergant gameplay that ecourages these kinds of alternatives but rather just a symtpom of global nubdom.
