I tested it... If you demolish something and stop, it stays at that now-damaged state.. so you can cut it down to 1/2 health, stop, and resume.
Likewise, you can repair it from 1/4 to 1/2, then stop, then repair it from 1/2 to full ect.
It works both ways.. although it looks like you need materials to repair most things.

Would the act of a demolition attack on an object, say a hearth fire, show up as an act of vandalism?

If the area is claimed or under village influence, yes, of course.
