Give diminishing returns on LP gain per day along with the server refusing multiple connections per IP. Alternatively, capping LP to a max daily gain in addition to or in place of diminishing returns. The cap/diminish rate wouldn't be that noticeable, as you can get tens of thousands of LPs on a hunting trip in W3. AD, however, was mine botting millions of LPs daily on alts. By eliminating the ability to gather more LPs than humanly possible, and only accepting one connection per IP, you eliminate the attractiveness of botting and alting. If someone was determined to alt they could, but they would see poor returns and would have to jump through more hoops than not to do it.
By removing botting and bringing back the old LP system, you are forced to play on your primary account and engage in the world to gain LPs. This motivates players to build productive enterprises in large villages, and eliminates the mechanic of feeding a hearthling while it hides behind a vault. This forces more people to be online more often and gives less incentive to build a vault rather than a village. Vaults may still exist if you need to hide after a crime spree and don't want your village to be found responsible, but you wont be gaining any LPs from hiding out there. Any number of fixes could be made to stop illegal building of the aforementioned remaining vaults, but the quickest thing to do while those fixes are being developed would be to have an abuse ticket that players could fill out.
Furthermore, I know the devs don't want to ban anyone for any reason, however attempts to DoS, DDoS, keylog, or account hijack should be bannable. It seems like the assholes that do that merely come up with even more elaborate schemes every time. A nice three month ban for account hijacking or server manipulation would do a lot more than letting other players loot their items.
