So some background history, Borka was formerly a mod. LadyV jokingly supposed that Borka relinquished his status because he was, "Under Pressure." This is in contrast to how Borka jokingly remembers, in his allusion, "Ice ice baby."

If Borka's allusion is carried not to the song as a whole, but to this line of the song, "If there was a problem, Yo – I'll solve it!" That quote perfectly characterizes the circumstances which precede Borka's decision not to be a mod. Borka's general pursuit to help the community could have very well been an activity which would have weighed on Borka's shoulders. The tipping point, as Borka explains, occurs when Jorb contradicts Borka's own disciplinary actions without having consulted Borka himself. The line, "stop, Collaborate and listen" helps to show that sentiment.

The moral of this story is that if you speak in song titles, you are bound to confuse someone.

Another conclusion is that borka is also Vanilla Ice:

And you just had to create a conspiracy theory.

A quick search on the pieces being referenced, "Ice Ice Baby" & "Under Pressure" would be a quick-fix. Understanding the composers' breadth of work, their particular style or contributions, etc. aren't necessary. To be fair, they're poor music references, which is why, in addition to ourselves, Lord_of_War also has trouble understanding the joke. I don't get the name-dropping all that much, and I have to stretch to make sense of it.

Vanilla Ice is a one-hit-wonder for composing his rap, "Ice Ice Baby." Kind of like Jeremiah Clarke? Without the suicide, but Vanilla's celebrity-dom has long been dead.

Queen, on the other hand, the band that composed "Under Pressure," composed a bunch of songs which are "modern classics" in both senses of the phrase, both having an immortal place in modern musical canon and also for drawing on numerous classical themes in their work.

Break into the 20th century, man. Music gets only more interesting.
