well, the global channel you can use now is an IRC channel where foreign languages are forbidden. the rule is by ArvinJA who owns that channel. the topic there clearly states as "English Only".
i know they are talking in russian, and i have warned them not to many times and have kicked a handful of them already if they dont stop after warnings. i have warned Trololo before too and he should know he wasnt supposed to. i have told them to use pm if they wanted to keep on talking in russian.
