I can point out multiple instances were diplomatic ability were able to swing issues were force were unable to. A great example is the revolt of Holland from Spain. Even though they never really won anything through adroit political maneuvering on the part o William the Silent they were able to gain their independence. Then they proceeded to become one of the most powerful nations through trade and diplomacy. Military might is just the easiest way to sway things and usually is ineffective in most circumstances. See history of the Dutch Republics, Germany during the 20th century, Vietnam, India.
