The radius of the mine support has to be over the middle of the tile in order for it to be safe to mine.

Nope that tile is safe as all others inside radius. :geek:

Buy tresspassing. Foraging on claimed land doesn't leave a scent but requires the tresspassing skill.
From a boat, you won't even leave a scent entering the claim.
