From what I can see it's just an item dropped in order to carry moar phat lewt from the bodies. Which someone misinterpreted it as an attempt at a mind-screw.

No one was dead when he dropped the letter in the center of the ROB and ran. It was about ten minutes before that.

how about the one where veteran players attempt to foment unrest by vandalizing frontier camps - removing boulders, chopping down all the fruit trees and then pinning the blame on us
