If some basic regeneration was added to the world, I'm sure resets could be a lot more rare. Say, something like trees growing back. HM.
As for metal? I think too many mines are not being used and are just sitting around walled while there are plenty of people that would love to have one. I think the location of every dug mine in the world should be make public in some in-game mechanic/map and village activity information for those mines too.
So say, if you have a mine, everyone looking at some world map knows that your mine is there and knows if your village has authority.(Or if it even has an idol) That way unused mines (And yes, there are mines out there that are dug up but not even walled) can be taken over by prospective villages. People will definitely go after inactive mines first, and if EVERY mine goes active (Which will probably never happen) actual competition for mines can begin. Make those mines have unlimited ore and implement some more siege options and you've got the makings of a permanent world map.

What do you do when you have 300+ in every skill, 500+ in combat, stats >9000, one of every mine and every high q resource. all thats left is killing each other and that even gets boring. the resets give everyone a fresh start, puts goals back into the game, and levels the playing field (if only for a time).
