whats the best way of escaping ab bear or a boar when it aggroed you?if you not near a boat or a house of course

If it's a boar, you have a chance of outrunning its aggro range, just make sure to have water on you to keep up stamina. Bears... are fast, so you're probably fucked.

How about just standing in shallow water? Are they still unable to step on water tiles?

Only if theres a wide lake shallow, otherwise bears can reach you. You'd have to creep along the shore til you find a rock reachable by water, or swim.
