we free styled most of last world. Had an idea...drew a really shit design on paint, and we built.

This world we had a plan though some of it had to be changed to suit the demands and needs or players and the town.
Unless ur town is seriously huge, paint should be pretty sufficient for designing the general layout. things will generally change as you start putting things down.

I'd suggest using paint.NET, it's completely free, has a pixel grid and is very very structural if you wanna work with multiple imahes at a time (what I use for my gifs) :D

it's like a better version of paint :)
Hope you have a great day

At last, if you wanna a square of a certain pixel number, use photoshop. But paint is enough.

Doesn't get much easier than Paint. Zoom in, each pixel will represent a grid on land. Pretty simple stuff, really.

I think it is safe to say that most programs with grids and colors will suffice.
