Well my settlement isn't offical yet, but what I plan on having is

The lawspeaker usually makes the small decisions by himself, but when big decisions are to be made, the Lawspeaker calls a meeting with the council to make a decision, once everyone has made an opinion, the Lawspeaker picks the best solution and puts it in motion.

Level of obedience is loyalty, if a disloyal person(s) plotting against us, the person(s) will be knocked out, and to be killed personally by the lawspeaker.

The economic system will be a barter system, none of that coin or points crap.

(1) I AM THE LEADER!!! but no, I ask the opinions of the others in the village before acting. I take their advice, then I act according to what I think is best.
(2) collective AND private property. we have a couple buildings dedicated to holding things everyone can use, our personal property is kept on our person and special treasures are held in a chest in the cellar.
(3) Nope. well, I guess my village is led by one supreme chieftain advised by his council of trusted advisers.
(4) 9, unfortunately, most of them were fairly young and quit pretty fast.
