First what Fjorn says is of course true. Ram our outer wall and you get to walk through some empty streets. Nothing accomplished with that.
TeckX is overestimating our force a little though. 50 combatants we couldn't rally even at the best times. Not by ourselves. Luckily we have a lot of good friends and allies though that have been oathed to our city more than once for help. So in the end the numbers are probably kinda right.
To sum it up this kind of city feels most secure. As some vault dweller I'd still feel hunted in one way or the other at all times and that really isn't giving any feeling of security. In Pande however I would log in at all times without even thinking about the possibility of getting raided. I'd harvest my fields, craft my stuff even during times of war. Sure shit happens as on the day they caught me on Miu off guard, major mistake on my side. Still that particular char was back to life 2 days later with the exact same stats and there were like 2 or 3 back up chars. So they would never accomplish anything with their kills. While every kill of us hurts them severly. HVs are overpowered, yes. Still it shows that economic superiority is worth more than that in the end. Should be more than it currently is*, but still...
*This should say hv are supposed to feel less secure than they currently are I guess.
