All the "fixes" have made it alot worse. You can probably play the game fine as either a hermit or a raider. As a legit town however you are pretty much screwed. As a hermit only once you draw attention towards you.

Yes, but in world 3 there were broken tables, broken tobacco (broken jewelry), and broken seed prayers to compensate!
