I'll add my 2 cents here since we had something similar in our country, but bit different. We had some scam calls, but its not just that, its basically so ugly, that if you answer the call, you get significant charges. Like few € for every few seconds of conversation. Don't think that they traced them already, since they are well hidden, but it is advised that you don't answer weird number calls (most of them are hidden, or marked weird like +700 calling).

How can that possibly work?
Shouldn't collect calls go through your telco and not theirs?

Often Telcos charge such calls but don't check by themselves if the charge is justified so you have to contradict the charge with your Telco.

In Germany such unwanted calls are forbidden since some time and you don't have to pay for such charges.
Also you can ask you Telco to block such numbers.

We don't have that at all in the states. You must have weird laws.

We don't have all the computer shit here, but instead there is a funny scheme:
You get a call or a text from unknown number, which says "Hi, this is [any popular name], I got into a car accident and now I need money for a bribe asap, jusr send it to this number."
Usually they ask about 100-1000$. I have no idea how could you fall for that, but some people actually do.
