We live in an age of 'strong men' right now, who are basically 'Judge Dredds.' They decide what is right and wrong, who is guilty, and how they will pay (usually with their lives). This is quite natural given the very basic political units in place. We have small villages, and individuals. If you want to move from an age of 'strong men' justice, to an age of 'law', you will need to think about greater political units. Ultimately, a 'board of investigators' meting out the 'law' depends wholly on power. Power is reducible to the ability and the willingness to conduct violence against another player, and be able to 'get away with it' in the eyes of the people in whose name that violence is dealt out. In other words, you can set up this board, and start proclaiming various laws, but it doesn't mean anything without the sanction of the people. Leaders of villages will need to get together on this one, and start talking about larger political structures, sharing a common law.
EDIT: I recall a player making a post listing things which he considered offenses, for which he would punish others. The general response was, 'who are you to declare all these rules? Bugger off!' Well, if a 'board' of individuals proclaimed the same thing, I think many people are inevitably going to reply 'whats your authority? Bugger off!' Your authority will have to be: 'because this land belongs to such and such a political unit, and the members/rulers have agreed on these laws. If you don't like it, get out and live in the wilderness, etc.'
