You should be allowed to unpave areas and get back the material you used. Not only will you raid a village for their phat lewt but also to dig up their paved gold tiles. Think of it like digging up a corpse to take out its fillings. Also; we need fillings.

Thing is, they're not throwing it away. They're not dropping it in water.
They're using it to look fancy.
Think of it like this: In Salem, I had a lot of silver.
What did I do with this silver? I bought clothes. Lots of clothes. Not only the top-class clothes, I bought every kind of clothes.
