The flotsam was still there the next day, but your PERC*EXP was too low to see it again.

No, it's a completely different one.

EDIT: Click the 2nd image and open it up. The forums cut images off after a certain width.

I didn't "go back to look for it". It was a day later. Flotsams are simply a forgeable meaning they despawn as soon as the map is unloaded. I was in the same area as the previous one because that's where my village was located in W5, on the edge of the map.
