(Hasn't read through the third page)

If you want a way to quickly make plans with your village mates without having to send files back and forth, you can use the spreadsheet in Google Docs.
Just select all columns and shrink them down so that the sheet has a square grid, and change the colour of the cells. This way not only the map will update for everyone you send it to, but you can also use the comment function to leave notes on the map (kinda like pieces of paper on a pin, yay for astraction!)
"Our village is so big, you can hop on a wagon at the idol and ride it all day in the same direction, and you'll still be on our claim"
"Dang, are your wagons that slow?"

If I wanted to get a load of bull from you I'd have brought my cows for you to impregnate!

Imagine someone could throw together an html based planner pretty easily using jQuery. There are already similar jQuery plugins available, for example(s):
Basics: http://jqueryui.com/draggable/
Draggable with snap to grid: http://gridster.net/
Floorplanner: http://floorplanner.informatixbd.com/
