Sevenless: The only PvP restriction in EVE is that at about a dozen systems are flagged as "newbie" zones. If you gank people there, you can get permabanned from the game as there is no "private dungeon" areas to do tutorials and walkthroughs in. Other than that, how is EVE not a sandbox? If there's building restrictions, it's because of practicality. Other than that, it's as much MMORTS as MMORPG.
Pirates of the Burning Sea: How could I forget that one? I've played off and on since beta. It's fun. It's pirates (as in nautical combat like the various pirate games that have come out over the last couple of decades). I'm not too fond of the hand to hand combat. It's gotten better over the years, but some things still just seem lacking. The economy is a bit weird in that you accumulate production time for each slot economic facility you own. Basically, you own digital slaves and they do the work for you. (

Yohoho! Puzzle Pirates--www.puzzlepirates.com If you like mini-games, this might be fun for you. Everything is done with a mini-game or puzzle. It's a bit of a sandbox in that anyone can do anything they want: pirate, PvE, sit around playing cards all day, play the economy, etc. However, when it comes to sailing the seas, it takes teamwork. There's only one captain per ship and the ship needs crew to sail it--upwards of 100 for the largest ship. This is another MMO developer that does clients entirely in Java.
