you know what? what a coincidence, animal planet here today just had a show about this female cat peeing everywhere

what they did as successful solutions in the show was to place a toiletbox on the kitchen table (lmao, how shocking) where she made the biggest messes, made a new cat place in the backyard where she can play freely, expanding her safe territory, and cleaned up all dirt in front of the windows where other cats visited to piss, placed rocks all over so visiters wouldnt find it comfortable to piss.

this cat guy said that cats spray and mark everywhere when they are frightened/threatened and feel the need of marking everywhere as their territory to drive their predators away. this family set a webcam to record this cat peeing, and it showed how she pee on this couch, marked around, and froze for a second, looking at the direction of a big window (most likely another cat visited).

Interesting, I'll have to think a bit about the other cat thing lol

We're on the second floor and I haven't seen any other pets in our building. A month or so ago there was a stray cat or two down around our building they were talking to on the balcony though :)

this stray cat sounds like the real cause of the issue if other cats can come close enough to the balcony...
remember, cats dont try to look in the eyes to be friendly, if they were facing each other, thats not talking but sign of fighting.

I had 2 cats that had been doing the same thing, and I suggest taking them to the vet.
You might wunna check out this link http://boards.straightdope.com/sdmb/showthread.php?t=593000

An update to this: The cat has stopped pissing for the time being, but it's only been a few days. We put the cushion that they usually sleep on back on the floor and have washed everything three times over that had piss on it before. We also have made sure the closet door where we keep the litter is wide open now so the little dick has no excuse

Hopefully it keeps up, I'm tired of getting halfway to my classes and realizing my cat pissed on my bag :|

That's good news. :)

From the cats perspective, they have been through quite a lot in the last few months, new addition, new home, new places for litter tray, etc, it wouldn't take much to increase anxiety or make them feel territorial.
If it starts up again remember what Tonky says and try hard not to scold her, it will only add to the situation, give lots of praise for using the litter tray and wash anything pee'd on enough to get rid of the smell. Cats don't like things like perfume or deoderant so you can dissuade her by spraying it on the things she pees on if you haven't bought a product.

Fingers crossed!
