Having a character remember what they did to who would be useful, but not if players receive direct deficits because of that list and the crimes they commit. No, instead, a player could remember all their crimes and then be 'interrogated' by another character once they were knocked unconcious, eventually getting released after a certain number of questions were answered. That way direct player-player interaction is required and not an abstract "the game says this is bad so you get punished for doing it" because then that results in a situation where if i needed to eat and that food was right there because i'm starving, i get punished for trying to survive?
If the player gets my scents and tracks me down, he can interrogate me to see what i did to him, that way he doesn't go all paranoid thinking i was the one that stole his metal when in fact all i did was steal some food, and my action-memory would say "Ate a loaf of bread made by X while at very hungry 54% (66%)" if my pursuer caught me. That's a better system, because it lets the criminal have a chance to not die from another player, and that other player gets to know exactly what was done.
