That's because most of them came from RoB without no clue on the consequences of thievery, and just decided OH LAWLZ I TAKE DIS MAKES BE HAPPY JAJAJAJAJAJA, considering the fact that all you really need is a mine, then you can practically with one person, in your own hands, build an entire settlement over time.
