Actually this is exactly what he did. The whole mountain was palisaded on the third or so day of new world. Possibly to prevent people of seeing this vault and reporting it.

It's an illegal vault if nobody can break into it. That's defined as either a player being able to use bare hands (well, with tools like a sledgehammer if necessary) to smash a palisade or a ram for a brick wall. The punishment for such an act is to have the entire player-built structure there wiped out by the devs. See this thread: viewtopic.php?f=6&t=17564.

Back in the days Loftar and Jorb would inform your local police authority in case you went too far in the game. Unbreakable vaults were only one of the many examples where people were locked up for good, because of their inhuman actions in HnH.
