The idea itself isn't bad, it's just the issue of two main problems; If someone gives you access to it, they have control of it. Government controlled internet would have no neutrality, it would be one-sided as what the government wants. Censorship would be rampant, and they would be able to cut it off at any point in time.
The other issue is that the wireless standards aren't prepared for something like this. With Wireless AC and WiMax about to be implemented, it'll be a possibility (WiMax having a maximum range of 2 miles per AP). The issue is building a network on one standard across an entire nation, the idea is simply mind boggling, not to mention how much it would cost and what company would do it.
What I would like to see is individual companies such as Google, Microsoft, Starbucks, etc, etc, set up AP's in a wide-net over city-wide areas, and create better security for personal users (Another issue of being on the same network, it's much easier to break in.) Wireless AC is about 5 years out from widespread implementation, WiMax is still Military Installations only at the moment, because the FCC is looking into it possibly crowding the airwaves. I'm hoping that we'll start to develop wireless using IR technology as well, that would give us another band to use, and make it that much harder to intercept signals, but that's a whole other bag of worms.
