I have to disagree, people can very well state that some area is their territory, especially if they are a large fation like the goons and have the power to control the land. There have been worse cases concerning the claiming of territory. Pumpkin claiming the whole southeast on the first map or klaue claiming the whole map on the second one.

In any case, all the rules are simple murder. Even if we assume that the river belongs to someone, that person clearly does not deserve to be killed. He did not steal, not kill - just passing through. And he is not obliged to explain to everyone around us why and where it floats. He hung around someone's village? No.

They asked him to explain himself, he didn't do that but instead insulted them. Everyone has their own standards for stuff like this, but I clearly wouldn't tell this to goons when I am alone on some river (since he might not know they were goons he should make it a general policy to act more polite towards strangers). They also will leave scents for killing him, so there is always the possibility to get revenge.

In any case, I agree with burgingham. And if you think you were wronged, you can always get revenge. There's plenty of ways to get revenge especially with the current game mechanics.
