(Not for one steel bar, 5, 10, 20, 50, 100) The obly problem that needs to be overcome is the quality of the steel.

There is no good enough storage solution, nor protection scheme, to pull anything like this off at all. Strongboxes are expensive to make, take up space, and don't hold that much inside them. You're never going to be able to make a real bank which actually holds significant resources to the point of making it worthwhile to the end user to not keep their resources with them.
