Does sort of look like Gossamer though I guess. At least in general shape. Though the larger upper body and small waist and legs thing is also a "formula" for making characters the watcher will associate with a villain, so it could just be coincidence. You'll notice it with many Disney and Warner Brothers characters, including Bluto and Pete.
