I thought it was 29 going on 40. At least, that's what people try to pull off in the US because 19 is too young to do anything fun (legally).

Sure, it can be legal somewhere in the world. You just need to take over some small country somewhere, become supreme leader president dictator and you can make up whatever laws you want. Of course, there is such a thing as a world court and "public opinion" There's less and less room for this sort of despot each year.

Will agree with you there. NATO was pretty slow to intervene in Bosnia if I recall right, but once they did, it was pretty decisive. However, they jumped right into the fight in Libya. Of course, there's other parts of the world where much worse has been done by the leaders and little to no intervention from any international group.
