Since stealing isn't against the rules, it's to be expected that there will be thieves. While said thieves are at fault, it's also partly your fault since you didn't protect your valuables. If you leave a $100 bill on your lawn, don't expect to find it tomorrow. We're not monuments to justice, innocent until proven guilty or guilty until proven innocent, it all depends on you. Hell, someone can go out, kill everything that moves, steal everything that isn't nailed to the ground, and it still isn't against the game rules. So to prevent that, you make sure you're prepared for it.

That's my motto, and it seems that everyone here at Clayshire holds similar ideals. We're generous, not stupid; It should be known that every stranger that visits our town is thoroughly discussed between the inhabitants. While we generally try to avoid attacking people, as we don't like making enemies, we're ready for that possibility. We already knew that we may become a target for thieves since the town was founded, and we've taken every feasible measure to prevent that. Our valuables are cached far away from the village, so thieves searching won't find it anyway; and everyone here is equipped with at least a full set of leather armor and steel weaponry. We're also training the inhabitants in combat, so that they'll be more effective in hunting and also protecting themselves.
A visitor put it this way: "I'm voting Clayshire for evil empire of the year; The people are kind and generous, but their forges of war burn 24/7."
