So do you think a game that's nowhere near finished, that allows swastikas, macros, multiple logging on, discrimination, threats and bullying and where the developers have a "hands-off" approach towards moderating in-game behaviour in general, be more or less likely to be published by Jagex?

And I think you're smart enough to realise that the difference between those two is in raw server power and bandwidth. Something which comes only with money. As for players, the game is open to anyone on the internet right now and there has been no active campaign by the developers to promote it, with everyone coming in through word of mouth.
Now, please point to where the developers of Haven & Hearth have said they want to do this for money. Then please outline how your financial model will impact the game. Do you envision micro-transactions or special items and areas that are only available to players who pay a monthly fee?

I have no doubt Jagex would love to expand the audience of the game as wide as possible, molly-coddle the Care Bears so they don't QUITRAGE after their first experience in the big-wide world and provide us all with some help from the Community Safety Team.
