Its fairly easy to see who won in sparring. Simply have the combatants simultaneously start a spar with a "judge", who can keep an eye on both combatants. The loser will drop the spar with the judge first upon being defeated, Its automatic, at least from my experience.
Would I participate? fuck yes. Though I'd prefer if it wasn't actual combat, leaving scents everywhere is just asking for foul play outside the arena.
As for spectating, see above, though i'd care less if it was combat or sparring.
In regards to the notes on equipment, have the person post a screenshot of their equip and inventory open. As far as supplying gear? I think that all combatants should be allowed to choose between an array of weapons, as per ancient arena's. But those weapons and armor should be of an equal and low quality. Since the armor will end up broken eventually. Remember, the Roman Colosseum didnt give their combatants top notch equipment. They got the barest of gear to prove their mettle as skilled warriors.
Powerful gear skews the measure of true skill. Thus shouldnt be used, unless its supplied equally to all combatants, which would get expensive fast... Maybe do such things for high stakes matches between known powerful fighters. Similar to a championship fight.
