i mean, limit the timer requirements only when the char has unkinned or possible dangers inside the detection radious.
since the client can tell when to auto-hearth, auto-log or auto-aggro, surely the system can tell when to allow each char an immediate teleport/logging or not, or am i wrong to assume such fix can be done?

Makes sense. This way it has no economic or exploratory implications and remains a tool to dissuade auto-hearthing.
That said, I wonder if they're unhappy with teleportation in its current state? Both updates are a huge kick in the junk for porting.

To lure people in so there will be somebody for the pvpers to track down and kill or victimize through griefing. This is darned hard to live with but it's also H & H. I'm pretty sure the devs do not want a game with a stable balance of power.

I don't think that's quite true.

Jorb did say he enjoyed the drama...it might just be

i dont think so. enjoying the drama and supporting pvp primal are different things.

The drama you get from a bunch of griefers running around and killing people indiscriminately is very low q.

the radar detection thing is client side, make that server side.... well it would show up on the list of things to render i suppose, i dont know java, and infact hate java, but i imagine that could be a pain in the ass for server side to perform, plus it would add to the load the server would have to handle. would be a major concern hmm

As has already been said, these change are ones that hardly restore balance to anything. Crossroads are now several times more expensive than the vidol to that they belong, with the result that most people are just going to raise more alts and maintain vidols all over the place. 10 seconds to return to hearthfire makes it so that it's nearly impossible for a peaceful player to escape from killers belonging to the larger factions, most of whom carry 3 or 4 buckets of q50+ water on them at all times.

I fail to see how this fixes anything--but if your aim was to make the game even more of a playground for the would-be mongols out there, you've succeeded.

PS: If you're concerned about people exploiting the game but don't have time to police it, why don't you appoint some Gamemasters with the authority to nuke cities and summon kill characters belonging to players that do? More than anything else you could do, the threat of losing everything if you destroy the game for your own benefit/stand by and allow others to destroy the game for your benefit would put a quick end to the most blatant abuses. As is, you're trying to apply band-aids to a wound that requires surgery.

I would trust myself to destroy all who offended me...whats the point of having power if you don't abuse it?

I'm not a dev, so I can't answer that question. But I find it somewhat unbelievable to think that they've maintained the game for as long as they have and not found anyone who has sufficient experience and prudence to wield GM powers in their name.

Call me arrogant if you want, but I think I'm the best qualified for that job. And I still don't believe that I could maintain a high enough degree of impartiality and objectiveness. Hell, I get complaints all the time about my moderation of the forums, and they can't be all unjustified.
