Throw sand isn't used because your opponent can get twice the initiative back by the time you throw sand again. If you buff throw sand too much in its current state, it would become overpowered and nobody would use IP-based moves.

Just make it ranged and have half cooldown than thunder.
That way, in a running-away battle, the IPs would cancel each other out if one was thundering and the other was 1 thunder 1 throw sanding.

Judging by the pole, only few faggots think it's broken and there really isn't a huge problem with it. Obviously there are staring contests where people just sit there calling thunder but that's not really a big deal considering you need a lot of IP too use most of the combat moves.
