What base attribute (if any) govern the damage behind a bow and arrow

nothing governs damage for a bow except the type of bow and type of arrow [and the armor of the thing your hitting if its a person]
It's been said that perception will likely govern its damage, however it hasn't been implented yet.

Are bows even useful if said person has armor worth anything or is it more of a hunting tool.

Well, it has a pretty good accuracy benefit compared to a similar skill value in the other two. You can hit mid-level creatures reliably with a token amount in marksmanship.
