How do you access the haven-res files?

Don't think there's really a forum for this one (I considered "How Do I?" but I figured that's meant more for in-game stuff), so I decided I'd just ask here.

A lot of you are probably familiar with the custom avatar client that makes everyone look all anime and stuff, but what I want to know is how to get to the files to make edits like that.

I extracted/unzipped the files from haven-res, so now I have a whole library full of RES files, but I can't figure out what to do with them. I'm not really trying to make some big re-skin client at this point, I'm just trying to figure out how to have the option.
