First off, find a nice patch of broadleaf forest, then chop down every elm tree within a radius you see fit.
This will stop people people from settling due to the lack of bough for housing.

Not that a determined player could not build a house anyway.

. . . If you have a palisade up, why wouldn't you want neighbors?

I think most people will go to great lengths to settle depending on the natural resources. ;)

I find running around yelling "Jorb's going to eat me" does the trick.

The best way to deter anyone from living near you is to settle on q10 soil near q10 clay far away from a q10 water source. No caves either. Coniferous forest helps too so that you may enjoy your wasteland in peace with the boars.

How to deter people? Slaughter them or knock them down. Place skeletons in front of your gate with intimidating rune stones. Make the rune stones in a language other than English (languages scare people). Grief their settlements before they can get up and running.

Usually though, having folks around is nice for trading and defence.

There was once a bear with crimson hair
He moved faster than Kail could see:
And took his fingers three.

What I found works is settling on an island (of whatever size, even the bigger ones). I have a whole one neighbor who has shown any signs of sticking around, and even he hasn't logged in much seeing as his unclaimed rabbit furs keep getting snatched. Everyone else has rushed to boatbuilding to get the hell off as quickly as they can.

gets lots of water, aggro a boar and run it through their settlement over and over and over trying to get the boar to run them over.

I found that by making your claim/village a all male nudest colony works wonders also.
