It's possible you're not close enough to see a cave entrance there and someone had access to the small hole. Aside from that possibility, no clue how that got paved.

i do walk around and get very close, by the other side..
and you can see the same thing

take a look, you can get really close, but you can not get in.

Are you sure you are close enough to be able to see an entrance? you have to be pretty close to ahve it appear, and if you can't see it, it look like its a dead end.
