...Link one's game avatar to forum avatar?

Is it possible to link one's game avatar to their forum avatar? I only just recently found it in the Account page, but you can read all about your character, and his face is available/updated there, on a static link.

Is it possible to link this to one's forum avatar, rather than downloading it and uploading it?

Not that I'm aware of. You're stuck downloading it and uploading it =)
