A system message popped up right before the server 'crashed' that said 1 minute and 30 seconds til restart. Is world 6 coming already or do they mean something else by restart?

No. If it was world 6 there'd be more than just a system message. More likely than not it's just an attempt to fix the unusual amount of lag.

they are restarting the server to fix the party bug. no world 6. ;)

Restart...meaning they shut down the server and bring it back up.

it should be on in a minute or so if not just wait about 2-3 more minutes it wont take long

No, when World 6 happens (Probabaly in 6-8 months?) Jorb will start sending weird system messages, probably post what the new features will be then drop server and set it to building a new world.
