the house inspector??

I was walking around on foot (foraging and hunting) when I found someone near a house that was owned by a noob (or noobs) I said hello, and he responded by saying that he was the house inspector and was removing an illegal kiln, and pests like chickens and silk moths... So anyone know anything about this guy?
