Note the use of the quotes. They're used to explicitly indicate a double entendre, sarcasm, or just indicate that the word isn't being used as intended. These people couldn't go as journalists. They could only enter as tourists, thus the sarcasm and double meaning. They can no more stop being journalists than water can stop moving downhill.
