1) youtube itself is not all about illegal contents, even if its most popular parts are full of those. banned by proxy is a bit too much exaggeration, i think.
2) the law is about "physical" downloading illegal materials on purpose, so it is most unlikely that just watching some (even when cashed) would be regarded as illegal. however, we will yet to see the detail until the law itself is written and shown to the public, and the rest will be up to the lawyers and the court. currently lawyers are saying it is doubtful.
3) the previous law had already stated that downloading illegal materials was illegal, but the new law is to make it punishable such as a prison sentence and/or a fine.
4) this law was made to meet the needs of what USA requested with the
TPP thing. it would be a big laugh if the requesting country, USA, keeps a looser punishment on this.
