Make HnH Pay2Play

A small sub or upfront fee, with a limit of 1 char per account and a timer of say 30mins. between creating new chars would greatly decrease the ridiculous alt spam that is present everywhere, and would make HnH more of a community oriented game, not like it is now where every player has at least 1-2 alts for various skills etc.
