Bears sometimes ignore you entirely. I worked alongside a bear grinding teapots for two hours once before some random floated by on a boat and arrow'd him to death.

They can be fickle, I too have walked up on them or them walk up on me and sometimes they ignore then sometimes they attack. I just take a deep breath and prepare to run if possible and see what it does... while chanting in a totally mystical way "Please go away please go away"...lol
