I cannot make you a hirdman remotely. Destroy your hearth fire (or ask someone else to do it for you) then just travel to your village

You sure can. We do it all the time to port peopleback to town.

How do you do it? I was under the impression that using the government functions on party members that were out of avatar range didn't work? It didn't for me last time I tried it

Well when you partied with them just use the hirdsmen option on the partyavatar. Works fine for me, no matter how far they are away.
