Bow: More damage, my damage went from 18 to 23 SHP damage, and 3 to 4 HHP damage
Shirt: Fits in slot just under headware. (only item I have seen go there) clothing item. Gives +10 stealth skill.
Boots: Goes in boot slot (der) +5 agility. 70 hp and 1/1 armor.
If anyone gets stats on the other items, please post them here.

How do you get those items? Is it a chance when making them that they will get those stats?

No, you need ranging skill. Be warned, though - all these items cost steel.
