Can someone translate?

Prospecting brought me here, but to my disappointment here is someone climed the territory, and will likely never return. On this claimed territory someone started the construction of the mine, but no one near. And here some incomprehensible inscription, can someone please translate?

i can't read it, but the last part sounds like: ..... you've found a mine!! Burn in hell!

I do not understand the situation. I searched the four super-grids for two weeks and found only this mine, which nobody uses. Is this allowed by the rules? I understand that in this game are practically no rules, but really does it make sense to block such a valuable resource just for fun?

Ok, what should I do? Is it real to find the owner of the territory via forum and talk to him? For many miles around, I could not find a single person.

Impossible. This is truly "legal" because only idiots (as written on the runestone) start building a mine before claiming it.
