Only around 300-500 people play at a time...how will we be able to raise the population? It deserves more people

Can handle more people? No.

I'm not sure what changed since loftar seemingly changed the database recently, but from what he's said in IRC previously while the bandwidth is limiting the server to around 350 members, the software itself would probably limit it to around 400. (Meaning that even with a server upgrade, loftar would need to do a bit of cleaning up and optimizing before we could have more people most likely)
